Wake Forest University reports:
“With early-voting underway, recent polls show healthcare has become a top issue in the November midterm elections. One politically charged issue on the table is the availability of short-term health care plans that offer limited benefits at a low cost.
Opponents of these policies are concerned that the availability of short-term health care plans will undermine the Affordable Care Act and harm those who purchase them. The arguments: (1) Consumers will purchase short-term plans without fully understanding the limited coverage they provide. (2) Healthy individuals who might join an Affordable Health Care plan will choose a short-term plan instead.

“Many retirement accumulators take pains to dot the i’s and cross the t’s of their retirement plans. They noodle over their portfolios’ asset allocations, carefully calibrate when they’ll begin claiming Social Security benefits, and think hard about withdrawal rates.
But many such painstaking retirement planners don’t give another major variable more than the periodic anxious thought: how to pay for long-term care. And is it any wonder so many people are in denial? For one thing, it’s a flip of the coin as to whether you’ll need long-term care: 52% of people turning 65 are expected to have a long-term care need during their lifetimes, and another 48% will not. The prospect of needing long-term care is inherently unpleasant, and that care can also be ruinously expensive, running upward of $100,000 per year in urban areas.

“The Blue Cross Blue Shield Association warned against a new GOP ObamaCare bill on Wednesday, saying it would “undermine” protections for pre-existing conditions.
“The bill contains provisions that would allow states to waive key consumer protections, as well as undermine safeguards for those with pre-existing medical conditions,” the association said in a statement.

What Medicare Part B costs
Medicare participants pay a monthly premium to get Part B coverage, but one of the more confusing things about the program in 2016 is that different participants pay different amounts. The standard charge for most new participants this year is $121.80 per month. But because of a law that ties Medicare increases to cost-of-living adjustments for Social Security, the majority of existing participants will pay the $104.90 monthly premium they paid in 2015. “On Friday, CMS released a proposed rule that would require minimum network standards for health plans sold through the federal exchange in 2017, Modern Healthcare reports.
Proposed Rule’s Network Standards
Under the rule, states would be required to implement CMS-approved quantitative measures to ensure that individuals with exchange plans have adequate access to health care providers. States could either:
- Adopt default network adequacy standards set by CMS; or
- Draft their own network adequacy standards and submit them for HHS approval.
Such standards could measure a plan’s network adequacy based on policyholders’ maximum travel distances and times to access providers. According to CMS, minimum adequacy standards for the plans will be determined at a later date. HHS would then notify insurers of the standards in each state (Herman/Dickson, Modern Healthcare, 11/20). (more…)

A new Gallup poll released Friday found that about one in three Americans say they have put off treatment for themselves or a family member because of cost—the highest rate recorded in Gallup’s history.

The National Law Review reports:
“There are two types of employer shared responsibility payments, also known as pay or play penalties, under the Affordable Care Act (ACA). The first penalty under Internal Revenue Code (Code) Section 4980H(a) is the penalty for failure to offer health coverage. Effective for plan years beginning on or after January 1, 2015, a $2,000 annual penalty applies to a large employer that fails to offer at least 70 percent of its full-time employees (FTEs) health coverage. For plan years beginning on or after January 1, 2016, the $2,000 penalty applies to an employer that fails to offer health coverage to at least 95 percent of its FTEs. The $2,000 penalty is assessed on a monthly basis, but applies to all of an employer’s FTEs, minus 30 FTEs (or minus 80 FTEs for 2015).

“Internal Revenue Service commissioner John Koskinen told a congressional subcommittee about the IRS’s progress on the Affordable Care Act and the impact that tax subsidies will have next tax season.
In a hearing before the House Ways and Means Health Subcommittee on Wednesday, Koskinen talked about how the IRS would be processing the premium tax credit, which helps subsidize the cost of health insurance coverage for eligible taxpayers.
