JD Supra reports:
“Background
Healthcare coverage became an employer-offered benefit during World War II as the result of the federal government’s wage and price controls[1]. Since that time, Medicare has become an important part of how healthcare is provided to individuals who reached the age of 65, who became disabled, or who were diagnosed with end stage renal disease. When Medicare entered the mix, a number of additional rules to protect those eligible for Medicare were also added to protect the Medicare system. Now, an employer seeking to contain health benefit costs must consider not only tax considerations, but Medicare and ERISA and other requirements. Thus, when the federal government agencies started designing a new way to facilitate the purchase of individual health insurance, they had to design around decades of rules, regulations, and policy considerations in the move back to a pre-World War II individual obligation to purchase health insurance to avoid violating the interim changes in legal requirements.

Axios reports:
“The Department of Health and Human Services has posted its long-awaited proposed rule to make it easier to form “association health plans,” aimed at groups of workers who team up to get better deals on health insurance. Among other things, the rule would encourage these kinds of plans by removing the requirement that says associations have to have a purpose besides health insurance.
The bottom line: The rule says its goal is to help small businesses buy health coverage more easily, but the bigger question is whether they’d pull healthy people out of the Affordable Care Act exchanges.”

Star Tribune Business reports:
” UnitedHealthcare is facing competition this year in Atlanta and Chicago from a new name in health insurance — a carrier that’s actually one of its subsidiaries.
For the first time, individual shoppers are buying coverage from Harken Health, a company with about 100 employees based at an office on the UnitedHealthcare corporate campus in Minnetonka.
Harken is being run as an independent entity, executives said, with a distinct approach to selling coverage. Subscribers receive unlimited access to primary care, without copays, if they visit a health center owned by Harken Health.
“It’s like an automobile company that makes a brand of car, and then with better luck or worse luck they also make a Saturn,” said Roger Feldman, a health insurance expert at the University of Minnesota.

According to News Max Finance:

” Well, the hammer has fallen: The largest health insurer in the U.S. has started pulling out of select Obamacare exchanges.
Five months ago UnitedHealth, which had been singing sunny songs to investors about its bright future on the exchanges, abruptly began crooning the blues. In an earnings call barely a month after executives assured investors that all was going swimmingly, they confessed that they were losing a ton of money on their Obamacare policies and described a pattern that sounded as if consumers were gaming the system — signing up for a few months, using a ton of services, and then canceling their policies. If this continued, they said, they would have no choice but to pull out of the exchange business. (more…)

The Advocate Reports:
“The Affordable Care Act is confusing and complicated, which means that health insurance agents and brokers are needed to help consumers pick the best plans for them, Kevin Counihan, chief executive officer of Healthcare.gov, said Monday.
“It’s got plenty of opportunity to be made a little bit better,” Counihan said. “And I’m very hopeful and confident that as we get more adults in Congress that they’re all going to sit down, the two sides together, and they’re going to address some of these issues.”
Counihan spoke to about 20 brokers and agents at an event hosted in Baton Rouge by the Louisiana Association of Health Underwriters. (more…)

Investors Business Daily Reports:
“Socialist Medicine: Canadians love their hockey and have historically been happy with their government-run health care system. Hockey is thriving. The country’s health care system, though, is a wreck and getting worse.
It could be said the words “Canada” and “health care” really don’t go together because some Canadians never make it to the doctor.
Too many die untreated due to extended wait times to see a doctor, and those wait times have increased again this year. They are now almost twice as long as they were in 1993, the year Hillary Clinton tried to force government health care on Americans. (more…)

The New York Times reports:
“WHEN Karen Pineman of Manhattan received notice that her longtime health insurance policy didn’t comply with the Affordable Care Act’s requirements, she gamely set about shopping for a new policy through the public marketplace. After all, she’d supported President Obama and the act as a matter of principle.
Ms. Pineman, who is self-employed, accepted that she’d have to pay higher premiums for a plan with a narrower provider network and no out-of-network coverage. She accepted that she’d have to pay out of pocket to see her primary care physician, who didn’t participate. She even accepted having co-pays of nearly $1,800 to have a cast put on her ankle in an emergency room after she broke it while playing tennis.

BenefitsPro reports:
“2015 marks the first year that taxpayers will have to prove they have health insurance or, if they don’t, they’ll have to pay a penalty. But how is the proof presented?
About half the adult population might not know the answer to this, according to a Harris Poll commissioned by Intuit TurboTax. The TurboTax folks had Harris poll more than 2,000 adults, and 48 percent didn’t know they’ll be required to declare their health coverage status on their 2014 tax return.
