“The U.S. House of Representatives voted on July 17 to abolish the so-called “Cadillac tax” on employer-sponsored high-value health plans, set to take effect in 2022. If the Senate passes the measure and the president signs it into law, the threat employers have faced from the tax would disappear.

The Tax Advisor reports:
“The IRS recently issued Notice 2017-67 to provide guidance on “qualified small employer health reimbursement arrangements” (qualified small employer HRAs) under Sec. 9831(d). Qualified small employer HRAs enable an eligible employer to reimburse employees for medical expenses, such as health insurance premiums, as defined under Sec. 213(d). Qualified small employer HRAs are solely employer-funded; employees cannot contribute to them. Payments from a qualified small employer HRA to an employee are not includible in the employee’s income, as long as the employee has obtained qualifying health insurance. An employer can establish a qualified small employer HRA for tax years beginning after Dec. 31, 2016. The guidance within Notice 2017-67 is effective for arrangement plan years beginning on or after Nov. 20, 2017.

“The implementation of the Patient Protection and Affordable Care Act has made most employers “rethink” their employee benefit offerings, including increasing employees’ share of cost even more via consumer-driven plans.
According to Benefits Selling’s 2014 Employer Survey, 70 percent of employers said PPACA has made them rethink their employee benefit offerings, compared to 30 percent who said the health care reform law hadn’t had any impact on their offerings.

Insurance News Net reports:
“Health and Human Services Secretary Kathleen Sebelius says health insurance premiums are likely to increase in 2015.
Sebelius’s comments came Wednesday during a hearing of the House Committee on Ways and Means about the White House’s 2015 budget proposal, the Wall Street Journal reported.
“I think premiums are likely to go up, but at a smaller pace than what we’ve seen since 2010,” Sebelius said.
The increases seen in 2015 will likely be smaller than those seen in previous years, Sebelius said.
The number of young Americans signing up for health insurance has been below the level needed to keep premiums stable, the Wall Street Journal reported.
On Tuesday, the Obama administration said about 25 percent of people age 18 to 34 have signed up for Obamacare — lower than a 40 percent target believed needed to keep premiums relatively stable.
Overall, 4.2 million people have signed up for health insurance since October, the administration said.”

“A new HealthPocket consumer survey found that 34 percent of respondents are motivated to reduce their health plan costs versus keep their doctor. When survey takers were asked, “If changing from your doctor to another doctor could save you money on your health plan premium costs, how much would you have to save annually to make the switch?” over half of the 34 percent who would switch would do so for the lowest savings amount presented by the survey, $500 to $1,000 annually. Eight percent said they would switch for $1,000 to $2,000 and 7.5 percent for$3,000 or more.
