Illinois’ stack of unpaid medical bills now reaches $3.5 billion

Crain’s Chicago Business reports:

“The state budget stalemate, which has stretched on for nearly two years, is putting lives on the line, according to emotional testimony out of the Illinois House yesterday.

That’s because the state’s now $12.6 billion backlog also includes months and months of unpaid medical bills on behalf of state workers and retirees. At last count, the state owed $3.5 billion in medical bills for its employees, according to a spokesman for the Illinois comptroller. In early March, a dental lobbying group said dentists who treat state employees were owed a collective $174 million.

The Next ACA Battle: Extending The Children’s Health Insurance Program

“The Affordable Care Act is an endless source of tortured political maneuverings.

Another example will soon demand Congress’ attention: Extending the Children’s Health Insurance Program (CHIP).   The program was created in 1997, in the aftermath of the failed Clinton health reform initiative, to provide health coverage for pregnant women and uninsured children in families that make too much to qualify for Medicaid. Congress votes regularly to extend this joint federal-state program.

Cubs cut grounds crew hours to avoid paying health insurance

“The Chicago Cubs denied an assertion by the Chicago Sun-Times on Friday that the tarp debacle earlier in the week against the San Francisco Giants happened because the club short-staffs the grounds crew at Wrigley Field in order to avoid paying health insurance.

A surprising storm at Wrigley on Tuesday night caused a long delay because chief Roger Baird’s working crew couldn’t get the tarp — which had become saturated with water as it was unfurled — to cover the infield quickly enough. With field conditions unplayable even 4 1/2 hours after the rain stopped, umpires called the game in favor of the Cubs, who were leading in the bottom of the fifth inning. In a surprising but just turn of events, Major League Baseball upheld a protest by the Giants, and the teams resumed the suspended game Thursday. The Cubs won 2-1, but not before being thoroughly embarrassed.

Orientation and waiting periods for coverage are latest guidance

“Employers can impose a one-month orientation period before a 90-day waiting period starts to either offer qualifying employees group health insurance or face a penalty, according to the latest federal guidance on complying with the health care reform law. The rules, issued last month by the departments of Health and Human Services, Labor and Treasury, said employer orientation periods are “commonplace” for the estimated 5.1 million new employees per year and are reasonable as long as they are short.
