“The Trump administration says many of the organizations that help people enroll in health plans on the federal insurance marketplaces don’t provide enough bang for the buck, sometimes costing thousands of dollars to sign up each customer. So, it is cutting their funding, some by as much as 90 percent, the government told the groups last week.

“Large employers continue to believe in the value of sponsored health benefits for employees, despite the options available to them under the Affordable Care Act. But small employers are increasingly choosing to pull out of the health benefits business.
That’s what a survey from the Employee Benefits Research Institute (EBRI) found when it examined the percentage of employers offering health insurance from 2008 to 2015. Using data from the Medical Expenditure Panel Survey — Insurance Component, EBRI reported that nearly 100 percent of the largest employers (those with 1,000 or more employees) have continued to offer health insurance through the ups and downs and gyrations of the past seven years.

According to USA Today:
“Bowing to pressure from insurers, federal officials on Tuesday tightened the conditions under which people can sign up for plans on the HealthCare.govexchange outside open enrollment.
The move by the Centers for Medicare and Medicaid Services comes after complaints by health insurers that it was too easy for people to wait until they were sick to sign up and to drop coverage after they got treatment. Earlier Tuesday, UnitedHealth announced a 19% drop in profit and downgraded its earnings forecast citing concerns about its Obamacare enrollment and the flexibility people had to change insurance plans. California Healthline Reports:
“On Friday, CMS released a proposed rule that would require minimum network standards for health plans sold through the federal exchange in 2017, Modern Healthcare reports.
Proposed Rule’s Network Standards
Under the rule, states would be required to implement CMS-approved quantitative measures to ensure that individuals with exchange plans have adequate access to health care providers. States could either:
- Adopt default network adequacy standards set by CMS; or
- Draft their own network adequacy standards and submit them for HHS approval.
Such standards could measure a plan’s network adequacy based on policyholders’ maximum travel distances and times to access providers. According to CMS, minimum adequacy standards for the plans will be determined at a later date. HHS would then notify insurers of the standards in each state (Herman/Dickson, Modern Healthcare, 11/20). (more…)

“WASHINGTON, DC – The number of failed Obamacare CO-OPs grew to one dozen today as Michigan became the latest to announce it was closing. To date, 12 of the original 23 CO-OPs have closed, bringing the total cost to taxpayers at more than $1.23 billion. “A watchdog agency says the Internal Revenue Service needs to put into place additional procedures to ensure that Obamacare health insurance exchanges properly safeguard consumer tax information.
Under the Affordable Care Act – also known as Obamacare – the IRS is authorized to disclose limited tax information to health insurance exchanges. That data is used in determining eligibility for individuals to receive federal subsidies to help cover the cost of insurance.

“The Obama administration isn’t backing off its position that employers must include free contraceptive coverage in workers’ insurance plans as part of the nation’s health care reforms, though it did give chuches some wiggle room Friday.
Under pressure from religious groups, the administration issued final rules on the birth control mandate in the Patient Protection and Affordable Care Act that included a compromise allowing faith-based nonprofits and corporations to offer contraceptives through special third-party policies, without having to manage or pay for the services directly.

The law also sets limits on how much insurers may charge older buyers (for example, premiums for a 64-year-old can be no more than three times as much as they are for a 21-year-old). Knowing you will qualify for health insurance, no matter what, may prompt you to consider retiring sooner than later.
