Aetna Reports:
No sooner had the Republicans gained control of the House in Washington, D.C., by an impressive margin, than they declared their sights were set on the Patient Protection and Affordable Care Act. A day after the elections Republican leaders vowed to seek repeal of the nation’s health care reform law. With the Senate still under Democrats‘ control and a Presidential veto waiting in the wings if needed, outright repeal is virtually impossible. But the rhetoric signals that a new round of partisan debate over health care reform is about to get underway. And, Republicans could successfully chip away at some of the law’s provisions. Just as importantly, Republican gains in numerous governorships and state offices are expected to bolster efforts in many states to weaken the federal law via enforcement and implementation at the state level.
This won’t be the case in Illinois with a Democratic Governor. Implementation is set to go forward on schedule.

“Human resource and benefits managers–and perhaps a lot of CEOs and CFOs–who in recent weeks had begun thinking seriously about the impact of federal health reform on their profitability, workforce structure and health plan viability, may have awoken Nov. 3 asking, “What now?”
What now, indeed. As Republican candidates in federal, state and local races swept into office in historic numbers, promising a change in the course of government, attention has centered on the impact of the election results and on the future of the federal health reform law.
The answer is: Don’t expect much in the way of change. At least not yet.

Even with a broad and historic majority, House Republicans have formidable roadblocks to delivering on a top campaign promise: to repeal or dismantle comprehensive health-care reform.
An outright repeal would have to get past a Democrat-controlled Senate and, more formidably, the Democratic president, who made health-care reform his No. 1 domestic priority earlier this year. Republicans don’t have the two-thirds majority required in both Houses to override a presidential veto.

Congressional Republicans pledged to repeal the health-care overhaul President Barack Obama signed into law in March. Once they consolidate power, the strategy will more likely resemble death by a thousand cuts.
House and Senate Republicans already have written at least 30 bills to roll back provisions in the law. The success of some efforts would mean WellPoint Inc. and competing health insurers may escape regulations to set their patient-care spending, while Boston Scientific Corp. and other medical-device makers dodge $20 billion in tax increases in the next decade.
With networks projecting that Republicans have won the seats needed for control of the House, the party also plans to target budgets of agencies implementing the health-care law.
